On 10 September 2026, the Ukrainian-Spanish conference “Mobility and Prospects for Cooperation” was held, focusing on the development of cooperation in the fields of transport infrastructure, digitalisation, innovation and technological modernisation.
Vadym Halaichuk, Head of the Ukrainian Part of the Ukraine–EU Parliamentary Association Committee and First Deputy Chairman of the Verkhovna Rada Committee on Ukraine’s Integration into the European Union, delivered welcoming remarks. He emphasised the importance of practical Ukrainian-Spanish partnership, further integration of Ukraine into the European transport space, and the improvement of railway legislation in line with European standards.
Opening the conference, Andriy Smorodin, President of the National Platform “Three Seas Initiative – Ukraine”, noted that cooperation should move from the exchange of experience towards the preparation of concrete joint projects.

The conference was attended by Volodymyr Shemaiev, Deputy Minister for Recovery, Infrastructure and Transport of Ukraine; Mykola Ivaniniv, Member of the Management Board / CFO of JSC “Ukrzaliznytsia”; representatives of the scientific community of the National Platform, Ukrainian enterprises and Spanish companies.

José Miguel Rubio Sánchez, Director of the International Railway Business Division at INDRA Mobility, delivered welcoming remarks on behalf of the Spanish side. Representatives of Indra presented technological solutions in the fields of traffic management, digitalisation, innovation and cybersecurity.
The Ukrainian side presented its vision for the development of transport infrastructure, as well as its scientific and industrial potential. In particular, DMZ “Karpaty” and Ukrstal Construction PJSC presented their capabilities for potential participation in joint projects.
Particular attention during the conference was devoted to developing cooperation among parliamentary, governmental, scientific and business communities, creating a basis for moving from discussions on the prospects for cooperation towards the preparation of concrete joint initiatives.
Following the conference, the participants developed a resolution outlining the key areas for further Ukrainian-Spanish cooperation, the preparation of joint pilot projects, the development of scientific and technological cooperation and industrial cooperation, as well as attracting international financing.
