We have a draft law No. 4583 #AtTheCommitteeConsideration, which sets new requirements for public transport.

The initiators of the draft law claim that today the majority of public transport in Ukraine is outdated. These are buses with capacity not exceeding 22 passenger seats and service life of more than 10 years. Some of the vehicles serving city bus routes are obsolete in terms of their construction and passenger capacity. The authors of the draft law also note that according to the results of tenders held by the organizers, the bulk of passenger transport services are provided by private carriers. However, the pace of renewal of the fleet of these carriers does not meet the needs of today.

What does the draft law No. 4583 offer?

• establishes the requirements to the quality of transport services;
• vehicles shall be adapted for the passengers with disabilities and other low-mobility groups;
• vehicle shall be equipped with devices for informing passengers with impaired vision and hearing about stops;
• vehicles shall also be equipped with GPS trackers.

If the draft law No. 4583 is passed — old minibuses, which occupy Ukrainian roads nowadays may disappear because they do not meet the technical requirements of the bill.

The draft law mandates local authorities with organization of the socially important transport services. Cities, according to the authors of the draft law, will be able to determine the price and pay carriers for the kilometers served. The Minister of Infrastructure of Ukraine assures that:
• in the result of the approval of this bill, passenger transportation services will be procured exclusively through the ProZorro system. And this will eliminate not always transparent competition for routes, and will stimulate competition among carriers;
• cities, as organizers of transportation, will also be able to impose fines on carriers for non-compliance with the terms of the contract;
• public transport on routes in the center and historic areas of cities will be as environmentally friendly as possible;
• the transition to validators and non-cash payments will be made. This is a convenience for passengers and a clear control over the amounts of revenue and the number of transported privileged categories;
• advantages for carriers — clear rules and requirements set out in the contract. Thanks to this, they will be able to plan the renewal of their fleet, control revenues and have a guarantee of reimbursement of transportation of privileged categories of passengers.
