The draft law, which proposes to introduce the electronic tickets for road and urban electric transport, is #AtTheCommitteeConsideration
The Committee on Ukraine's Integration into the EU is considering the
draft law No. 5705 on amendments to some legislative acts of Ukraine on
the introduction of electronic tickets for road and urban electric
transport.
The introduction of an e-ticket, as stated in the explanatory note to
the draft law, is one of the key reforms in the transport sector.
Therefore, the draft law is developed to implement this reform.
Draft law No. 5705 proposes the following changes:
• to the second part of Article 910 of the Civil Code
of Ukraine — on the definition of an electronic ticket, along with a
paper ticket, the basis for a contract for the carriage of passengers
and luggage.
• Amendments to the Law of Ukraine “On Urban Electric
Transport” and the Law of Ukraine “On Road Transport”. Provides updated
definitions of the terms “electronic ticket” and “ticket”, and replaces
the legislation of the Ukrainian Soviet Socialist Republic with the
legislation of Ukraine.
The criteria for assessing the effectiveness of the draft law, as
indicated in the explanatory note to it, will be the percentage of
people who will pay for transportation services using an electronic
ticket of the total number of passengers transported by road and public
electric transport (bus, tram, trolleybus).
Possible risks, according to the authors of the draft law, are the
reluctance of local governments to introduce an automated fare
accounting system due to the need for financial costs to purchase
server equipment and create software for the operation of an automated
fare accounting system. To minimize these risks, local governments,
upon their request, will be given access to the software on the
transport portal of electronic services e-transport.gov.ua.
