Draft resolutions of the Verkhovna Rada to the international community regarding the crimes of the Russian Federation are #AtTheCommitteeConsideration
The Committee on Ukraine’s Integration into the EU is working on three
draft Resolutions, being prepared by the Verkhovna Rada of Ukraine to
strengthen the participation of the international community in countering
Russia's barbaric war against Ukraine. Draft Resolution No. 8337 is an
appeal of the Verkhovna Rada to the European Commission, the European
Parliament, the Council of the European Union, the World Trade
Organization, governments and parliaments of foreign countries. In this
appeal, the Parliament of Ukraine intends to call for additional sanctions
on the import of Russian and Belarusian wood and wood products, Russian
fish and seafood, a ban on the export of equipment and its components, as
well as the ban for the operation of international environmental
certification systems on the territory of the Russian Federation. The
authors of the draft resolution note that in 2022, the EU, Japan,
Switzerland and other countries imposed restrictions on the import of
Russian and Belarusian wood and wood products. However, the introduced
sanctions are incomplete and have loopholes, in particular, a possibility
to bypass them through third countries. The same situation is with Russian
fish and seafood. The volume of exports of such products is about 4
billion US dollars annually. However, sanctions imposed by various
countries on fish and seafood imports have the same drawbacks as sanctions
on wood products. Therefore, Ukrainian MPs intend to call for the
expansion of these sanctions.
Draft Resolution No. 8338 concerns crimes of the Russian Federation
against environment. The Verkhovna Rada intends to appeal to the UN, the
European Parliament, the PACE, the NATO Parliamentary Assembly, the OSCE
PA, the GUAM Parliamentary Assembly, the Inter-Parliamentary Assembly of
the Associations of Southeast Asian States, as well as the national
parliaments of the countries of the world with a call to condemn the
crimes against environment committed by the Russian Federation in Ukraine.
The resolution also calls for help to overcome the consequences of these
crimes, to restore the ecosystem of Ukraine during the war and in the
post-war period, to ensure compensation for environmental damage and loss
of ecosystem services, as well as to create a global platform for
assessing the damage caused to climate and environment as a result of the
war.
Draft Resolution No. 8335 is a statement of the Verkhovna Rada of Ukraine
about the encroachment of the Russian Federation on the statehood of
Ukraine with the aim of its destruction. ‘Continuing an aggressive war
against Ukraine, the Russian Federation, in violation of international
law, is using force and committing criminal acts unprecedented in recent
history with the aim of violently destroying Ukrainian nation and the UN
member state,’ the note to the draft resolution states. The adoption of
the Resolution will make it possible to convey to the UN, the European
Parliament, the PACE, the OSCE Parliamentary Assembly, the NATO PA, the
governments and parliaments of foreign countries the position of the
Verkhovna Rada of Ukraine regarding the need to recognise the actions of
the Russian Federation as genocide of the Ukrainian people, as well as
crimes against humanity, war crimes on the territory of Ukraine and
international crimes. These actions are aimed at the forcible deprivation
of the sovereignty and statehood of Ukraine.
