Administrative services centres in Ukraine turn 9: how the EU helps to create them

The network of Centers for Administrative Services in Ukraine turns 9 years. During this time, Ukraine, with the support of international partners, including the EU, has changed the style and quality of public services. And the Ukrainians have changed their own attitude to such services. Long queues and unwillingness to communicate with the state bodies to get the necessary document have changed into a modern, open and fast process of obtaining such documents, including online.
Administrative services centres network today is:
-    2.3 thousand access points to administrative services;
-    more than 900 offices and Dia Centres;
-    15 thousand employees;
-    services in 13 areas of life.

The European Union's U-LEAD with Europe Program, which has been operating in Ukraine for five years, played an important role in this transformation. The team provided comprehensive assistance to communities in establishing the Administrative services centres. This assistance included training, institutional support, procurement of furniture, equipment, software, information system «Vulyk», special types of assistance - electronic queue management system and mobile CNAP.

Over 5 years in Ukraine, the EU's U-LEAD with Europe program has helped to create 484 Administrative Service Centres, along with 816 local units, remote administrator workstations and mobile offices. 11.9 million communities’ residents have access to high-quality administrative services. More than 11,000 employees of the centres and local governments received training in the framework of the Program from 2017 to 2021. The experts developed and tested a methodological package of support for the establishment of appropriate centres in the community, free from discrimination and accessible to every Ukrainian man and woman. Three online courses have been created for anyone who wants to improve their skills in the field of administrative services. Three energy efficiency Centres were built from scratch with the support of the Program in the Mykolayivska community in the Sumy region, the Polonska community in the Khmelnytsky region, and the Novosanzharska community in the Poltava region. U-LEAD with Europe has also developed and launched two IT systems to optimize the provision of services from the state and optimize the work of centres - «Trembita» and «Vulyk». These systems are officially transferred to and managed by the Government of Ukraine.

U-LEAD with Europe is an international program funded by the European Union and its member states: Germany, Sweden, Poland, Denmark, Estonia and Slovenia.
