Small towns — big opportunities
Today in #AASuccessesStories section we talk about small Ukrainian
towns and villages, which due to the support of the European Union
programs and international organizations improve people's lives at all
levels.
Kreminna is a small town in the Luhansk region with the population of
about 20,000 people. Over the past few years Kreminna managed to
implement important infrastructure and social projects with the
financial support from the European Union and international
organizations. The rehabilitated water supply system, a brand new
kindergarten, street lighting and administrative services center, where
citizens can quickly and efficiently receive all necessary services, —
these are just a few items on the list of projects, implemented by the
city with the support of the EU and international partners.
City water supply for 50 million
One of the largest projects in the city, according to the “Eastern
Option”

denhy /), was the rehabilitation of the old city water supply system.
Its implementation became possible due to the support of the European
Union. The EU grant for the project “Improving access to water in the
conflict-affected community of Kreminna” almost completely covered the
budget — the EU has allocated more than 48 million hryvnias out of 53
required. The rest of the amount was allocated from the city budget.
These funds were spent on rehabilitation of 50 kilometers of old water
pipes, 131 wells were repaired, 32 hydrants installed. The pumping
station was also reconstructed and a brand new city pump room with
drinking water was installed. The places where the pipes were replaced,
new sidewalks were laid — more than 3,200 square meters of paving
slabs, as well as a new pavement for more than 1,000 square meters of
roads was laid. City authorities also conducted an information campaign
to protect local rivers — the residents of Kreminna joined the cleaning
of the rivers banks. The rehabilitation of the water supply system
finally solved the city’s old problems with water supply disruptions:
the system was built between 1950s and 1960s, and in case of any damage
in a water pipe, all pumping stations had to be stopped and the whole
city was left without water. However, the most important thing in water
supply system rehabilitation, the city authorities says, — is a new
water purification system, which left behind old chlorination method.
Access to administrative services
The first Center for Administrative Services was opened in Kreminna in
2015. The European Union and UNDP have joined the project. Donors
provided funding for furniture, equipment and software. In addition, a
mobile Center for Administrative Services, also funded by the EU, has
recently appeared in Kreminna. Kreminna is one of the first in the
Luhansk region, where people were able to get Ukrainian and foreign
passports at the Administrative Services Center. The local center also
signed the agreement with the Severodonetsk Service Center. Its
specialists come to Kreminna, therefore Kreminna residents now also
have the opportunity to register a car. Now the Administrative Services
Center in Kreminna has also received equipment for issuing driver's
licenses. Moreover, the mobile center from Kreminna will also serve the
nearby villages that are part of the district, so that the local
residents could have access to modern and comfortable conditions for
receiving administrative services.
Kindergarten
The Nordic Environmental Finance Corporation (NEFCO) provided grant
funds for the reconstruction of a kindergarten in Kreminna. The budget
for the renovation amounted to more than 5 million hryvnias. These
funds were spent to insulate the building, to change the roof and the
boiler. The building became warm and energy efficient. NEFCO also
agreed to provide 10 million hryvnias for the repair of another
kindergarten, as well as a loan at 3% for lighting of 53 streets in
Kreminna.
Kreminna's secret of success
In 2015, when decentralization was in progress in Ukraine and local
communities got new opportunities for development, Kreminna made the
first attempt to create an amalgamated territorial community. However,
the initiative was not supported by the locals then. The city’s leaders
started investigating the opportunities that Ukraine received from the
Association Agreement with the EU and began to use them actively.
International trainings, consultations, assistance in project
preparation — all these helped Kreminna to start developing. Local

that all this was possible thanks to the support of international
partners, openness and ability to learn. In 2020, the final decision
was taken in Kreminna to create amalgamated territorial coomunity.
Kreminna amalgamated territorial community unites the city and two
nearby villages. It will include Novokrasnyanska and Chervonopopivska
village councils. Work is already underway with local residents to
identify the priority and most pressing needs of the community, as well
as to form a strategy for the development up to 2027.
