City online — Zhytomyr gets city web-portal with the support of the EU

Today our #AASuccessStories section is about a modern online tool, created with the support of the EU, which allows citizens to monitor the decisions and activities of the city authorities, as well as get up to date information about the infrastructure and opportunities. The interactive web city portal was launched in Zhytomyr. It was created in cooperation with the “EU Anti-Corruption Initiative” project.
 
What is the task of the city web-portal?

You are annoyed with a billboard installed just in front of your home and need to know who gave the permission for its installation? Or you are concerned how energy efficient is the school building, where your children study or how much CO2 does the company in your area emit? The answers to all these questions can be found on the city web-portal. It is a multi-functional online resource with complete and up-to-date information. In fact, it is an accurate and detailed map of the territory, which displays the information about various objects. The idea is very similar to Google's electronic maps, but the difference is that the web-portal is tailored individually for the needs of the city. All data can be viewed on the map in the form of layers or downloaded in a user-friendly format. Why in the form of layers? First, it's easy to use — all information is displayed on different translucent layers, user may choose the layer needed. Second, the unlimited number of information layers about the city can be created on the web.

On Zhytomyr web-portal you can find information about:

-    financing of municipal projects from the city budget;
-    facilities offered by the city for investors;
-    data on municipal buildings;
-    legal advertising constructions;
-    temporary structures;
-    energy efficiency of various utilities.
 
How do I verify that the billboard is legally installed in the city? In the “Advertising media section” click the “map” button. A map-scheme will open, which monitors the installation of advertising modules. Currently, the data on advertising billboards and other objects in Zhytomyr has more than 1,000 units and agreed with the city council. If the advertising is not marked on the map, it is installed illegally. You can complain about this through the portal to the city council. The web provides an e-form for such complaints. In the same section you can see the current permits for advertising, the current agreements of the city with advertisers, the asset holder and much more.

You may also easily track the energy efficiency of municipal buildings on the city web. In particular, the following data:

-    CO2 emissions of the facilities;
-    the level of heat and gas consumption;
-    the level of electricity consumption;
-    water consumption.
 
Those, responsible for utilities maintenance, can compare data on different buildings and plan their expenses or profits. The community can make decisions based on the energy efficiency of the building. It is also possible to see which utilities in the city are more energy efficient and which have the highest CO2 emissions.

What was the city like in the past?

Zhytomyr city web portal has several historical maps dating back to 1876, 1899, 1915, 1934, 1941, 1968 and 1991. How has the city developed over the centuries? What was the name of the street you live on? All this info can also be found on the web.

Who will benefit from it?

Community.
Gives city residents an accurate and detailed map, where all utilities, schools, kindergartens are marked.

Business.
Give companies the possibility to easily and quickly find the objects they are interested in. The web-portal displays a detailed list of all businesses, working in the area and will help businesses to choose the perfect place for their work.

City Council.
For municipal bodies the web-portal is a tool to monitor the development of the city.
The creation of the web-portal was possible thanks to the cooperation of the Zhytomyr City Council with the EU Anti-Corruption Initiative in Ukraine.
