The Committee recommends to the Verkhovna Rada to adopt a draft law allowing to obtain a loan from EIB for thermal modernization of public buildings in Ukraine
At its meeting on July 7, the Committee on Ukraine's Integration into
the EU considered the draft Law No. 0104 on Ratification of the
Financial Agreement (Ukraine Public Buildings Energy Efficiency
project) between Ukraine and the European Investment Bank. Ratification
of this agreement will allow Ukraine to obtain a loan of 300 million
Euro from the EIB. The funds will be used to finance the thermal
modernization of about 1,000 public buildings in Ukraine, including
schools, cultural centres, kindergartens and hospitals. The
implementation of the project “Ukraine Public Buildings Energy
Efficiency” will prevent 1,250,000 tons of CO2 emissions into the
environment and more than 2.5 million citizens will benefit from it.
The Committee decided to recommend to the Verkhovna Rada to adopt the
draft law No. 0104 on the ratification of the agreement with the EIB.
The same decision the Committee adopted for the draft Law No. 0111 on
ratification of the Agreement between the Cabinet of Ministers of
Ukraine and the Government of the Kingdom of Denmark on paid activities
of family members of diplomatic missions and consular posts.
The Committee named as consistent with the EU law the following draft
laws:
No. 5596. The draft law, as indicated in the explanatory note, is
designed to implement the best international experience in the
regulation of cannabis trafficking. The draft law aims to create
conditions for access by Ukrainian patients, in particular seriously
ill patients, to the necessary treatment, as well as to conduct
research on the effectiveness of cannabis. It does not contradict
Ukraine s international legal obligations in the field of European
integration. The same conclusion was provided for the alternative draft
Law No. 5596-1.
No. 5022. The draft law proposes to expand the list of tasks of the
state financial control body, in particular, to extend the state
financial control to economic entities, in the authorized capital of
which more than 50% of shares (stakes) belong to the public sector of
the economy.
No. 432 on Amendments to the Code of Ukraine on Administrative Offences
on liability for violation of legislation on protection of economic
competition. The draft does not contradict Ukraine s international
legal obligations, at the same time, the establishment of maximum fines
requires comprehensive consideration of the provisions of Article 23 of
Regulation 1/2003. The same conclusion was reached by the Committee
regarding the alternative draft law No. 325432-1.
No. 5409 on the protection of animals from cruelty in entertainment
activities. The draft law proposes to ban the activities of contact
zoos with wild animals and the use of wild animals in entertainment.
No. 5640 on Amendments to Article 52 of the Law of Ukraine “On Physical
Culture and Sports” concerning the National Anti-Doping Laboratory.
