More than 30 laws have been adopted by the Verkhovna Rada since 2014 in the violation of the Association Agreement

The analysis of the legislation adopted during 2014-2020, which is aimed at fulfilling Ukraine’s obligations under the Association Agreement, conducted by the experts of the EU-UNDP Parliamentary Reform Project on request of the Committee on Ukraine’s  Integration into the EU. The analysis used information from open sources, obtained, in particular, from the conclusions of the Committee of the Verkhovna Rada on Ukraine's Integration into the European Union.

Experts have found that more than thirty adopted laws do not fully take into account or even contradict the provisions of the Association Agreement. In some cases, the opinion of the Committee on Ukraine's Integration into the EU was not taken into account during the adoption of the draft laws. This applies, for example, to the Law of Ukraine «On Amendments to the Law of Ukraine» On the Judiciary and the Status of Judges» of October 16, 2019.

The approximation of Ukrainian legislation to the law of the European Union is one of the most important requirements and key tasks, set by the Association Agreement. Obligations in this regard are contained both directly in the main part of the Agreement and in the annexes to it and other international agreements between Ukraine and the EU.

The purpose of the expert analysis of the legislation adopted in Ukraine with inconsistencies with the Agreement is to draw attention to the cases that cause the greatest concern among the expert community, business representatives and partners of Ukraine.
