Ukraine launches State Agrarian Register with the support of the EU and international partners

Today in this section we’ll speak about the reforms in agriculture: Ukraine launches an agrarian register with the support of the European Union and international partners. It is an automated electronic system that can be used free of charge by farmers and agricultural producers to interact more effectively with the state and have access to agricultural support programs.

In September, the second phase of implementation of the State Agrarian Register (SAR) started in the amalgamated territorial communities across Ukraine. The project is implemented by the Ministry for Development of Economy, Trade and Agriculture of Ukraine together with the Ukrainian Association of Amalgamated Territorial Communities. It is also coordinated by the State Geocadastre, the Ministry of Justice, with the assistance of the World Bank and the EU “Supporting Transparent Land Governance in Ukraine” project, and the USAID Agricultural and Rural Development Support Program (AGRO).

What is SAR and why do Ukrainian farmers need it?

SAR is an automated electronic system available to all agricultural producers, regardless of ownership. Its aim is to create a transparent system of state support for farmers, help farmers to interact with the state and to do so this in a simple, accessible, convenient and transparent way.

Through the Agrarian Register, it is planned to provide state services, simplify access to bank financing and loan guarantee programs, as well as introduce targeted state support programs and evaluate their effectiveness.

During the first pilot phase, which started in February, selected communities of Kyiv, Cherkasy, Odesa, Lviv, Volyn and Mykolayiv regions, chose participants and trained them on how to register in the State Agrarian Register. After registering in online office, the farmer can follow the information about himself, get information from as many as four registers: State Land Cadastre, the Unified State Register of Legal Entities, Sole Proprietors and Public Associations, the State Register of Property Rights to Immovable Property and the Unified State Register of Animals.

In total, the pilot project will cover 53 amalgamated territorial communities in all regions of Ukraine.
During the pilot period, the experts in the selected communities will be SAR operators and advise farmers on the operation of the register, help to register those farmers who do not have a computer or access to the Internet. During the pilot implementation, special attention is paid to rectifying the mistakes regarding the land plots in the State Land Cadastre.

Participation in the second pilot implementation of the SAR will allow landowners to verify the correctness of their land data, identify errors in the registers and submit applications for their correction, as well as verify the compliance of data on property rights to land.

The active phase of the pilot implementation will take place in two stages, each lasting 4 weeks. The first phase started on September 2, 2020 in 17 territorial communities in Dnipropetrovsk, Donetsk, Zaporizhia, Luhansk, Kharkiv and Kherson regions and will last until September 30.

The second stage started on September 16, 2020 in 36 communities in Vinnytsia, Volyn, Zhytomyr, Zakarpattya, Ivano-Frankivsk, Kyiv, Kirovohrad, Lviv, Mykolaiv, Odesa, Poltava, Rivne, Sumy, Ternopil, Khmelnytsky, Cherkasy, and Chernivtsi and will last until October 14.

How to register in SAR?

Any Ukrainian farmer can register in SAR online at: www.ar.gov.ua. Registration and use of the State Agrarian Register are free. The agricultural producer is verified using BankID or a qualified electronic signature (QES).

State Agrarian Register will provide state services, simplify access to bank financing and loan guarantee programs, as well as introduce targeted state support programs and evaluate their effectiveness. Registered SAR users will be able to apply for participation in state and regional support programs for agriculture online.
