The European Commission published a report on alignment of Ukrainian legislation with the EU law


The European Commission has published an analytical report assessing the capacity of Ukraine to assume the obligations of EU membership. It provides a detailed analysis of the progress achieved by Ukraine in approximating its legislation to the EU law in various areas.

This report completes the Opinion on Ukraine’s application for EU membership adopted by the European Commission in June 2022. It assesses the country's overall ability to comply with its membership obligations. The document uses the following scale for assessing the current state of legislation: early stage, some level of preparation, moderately prepared, good level of preparation and well advanced in six main clusters. They are as follows: the fundamentals of the accession process, internal market, competitiveness and inclusive growth, the green agenda and sustainable connectivity, resources, agriculture and cohesion, and external relations.

The European Commission determined that Ukraine has the lowest level of preparation in such areas as freedom of movement of persons, intellectual property rights, agriculture, environment, social policy and financial control.

According to the report, Ukraine has achieved a certain level of preparation in such areas as freedom of establishment and free movement of services, free movement of capital, public procurement, antimonopoly policy, company law, financial services, justice, freedom and security, education and culture, consumer and health protection.

Ukraine demonstrated a moderate level of preparation in free movement of goods, media, food security, economic policy, science and research.

Good level of preparation, according to the report, has been achieved by Ukraine in energy, customs union, external relations, foreign, security and defence policy.

The European Commission will continue to provide Ukraine with methodical assistance and support in approximating Ukrainian legislation to EU standards and norms covered by EU acquis.

In the fall 2023, the European Commission will publish a report on the progress achieved by Ukraine in the implementation of priority reforms, which were defined in seven conditions that Ukraine received together with the status of a candidate for EU membership.
