The Committee appealed to the Verkhovna Rada to adopt a resolution calling on the German Bundestag to recognize the Holodomor of 1932-1933 as genocide of the Ukrainian people

At its meeting on March 17, the Committee on Ukraine's Integration into the EU considered the draft Resolution No. 5032. It proposes to approve the Address of the Verkhovna Rada of Ukraine to the German Bundestag on the recognition of the Holodomor of 1932-1933 as genocide of the Ukrainian people, which took the lives of about 4 million Ukrainians. The petition to the Bundestag with such request received the required number of signatures in May 2019. In October 2019 it was discussed at the Petition Committee of the Bundestag but the Committee did not make a decision. The authors of the draft resolution are convinced that the Verkhovna Rada of Ukraine should inform German parliamentarians that from the point of view of international law and practice the Holodomor should be qualified as genocide, including appealing to Germany's previous experience in similar situations. The Committee recommended that the Verkhovna Rada of Ukraine adopt the draft resolution.

With the same appeal the Committee addressed the Parliament on the following drafts:
• Draft Law No. 0089 on Ratification of the Agreement between Ukraine and the Republic of Finland on Mutual Protection of Restricted Information.
• Draft Law No. 0090. It proposes to ratify the Protocol amending the Convention between Ukraine and the Kingdom of the Netherlands for the avoidance of double taxation and the prevention of fiscal evasion with respect to taxes on income and on capital.
• Draft Law No. 0091 on Ukraine's accession to the Inter-American Convention on Support Obligations.
• Draft Law No. 0092 on Ratification of the Convention on the Choice of Court Agreements.

At the meeting, the following draft laws were recognized as not contradicting the law of the European Union:

• Draft Law No. 5021 on improving the principles of creation and operation of industrial parks, which, in particular, proposes free connection of industrial parks to the electricity grid. According to the Committee, in accordance with paragraph 5 of Annex XXVII-A of the AA, Ukraine should consult with the European Commission on the compatibility of the draft with the EU law.
• Draft Law No. 5108. The draft law proposes to establish the frequency of the all-Ukrainian census at least once every ten years. It is proposed to obtain data for the Census by modern methods, in particular, via the Internet, as well as the use of national electronic information systems.
• Draft Law No. 4349 on the procedure for accounting and financial reporting in the state social insurance funds and the Social Protection Fund for Persons with Disabilities.
• Draft Law No. 5043. The draft law proposes amendments to the taxation of income from the organization of gambling in the halls of slot machines, namely — sets a rate of 18 percent of income and for lotteries — 30 percent of income. The Committee concluded that the draft law doesn’t contradict Ukraine’s international obligations in the field of European integration. The same conclusions apply to the alternative draft law No. 5043-1.
• Draft Law No. 4576. It proposes to charge the utility services consumers for actually consumed services and to cancel the accrual of penalties for late payment.

The committee members recognized that the draft Law No. 4597 does not contain provisions concerning Ukraine’s international obligations in the field of European integration. The document proposes to prohibit the transfer of weekends and working days due to calendar holidays.
