The Verkhovna Rada has registered a draft law, that will help to increase energy efficiency in Ukraine

We have a draft law No. 4507 on energy efficiency #AtTheCommitteeConsideration. Its authors state that the document is created to regulate the issues of more efficient use of fuel and energy resources in Ukraine in line with European legislation.

Ukraine has one of the most energy-intensive economies in the world. Almost half (44%) of energy produced and imported is lost during its conversion and transportation to the final consumer, which is 12% higher than in the EU countries. The potential for reducing energy consumption can reach up to 60%. The experts estimated, that only in three sectors — housing, public sector and energy supply (about 63% of Ukraine's energy balance), energy efficiency measures can save about 8 billion Euro annually.

Improving energy efficiency, according to the authors of the draft law, is also an important element of the country's energy independence and reducing the energy intensity of the economy.

What does the draft law No. 4507 offer?

The draft law defines the basic principles of state policy in the field of energy efficiency. It provides for:
-    the development and implementation of national action plans on energy efficiency;
-    introducing certification of energy efficiency of buildings;
-    determining how energy savings can be ensured in the buildings of central executive bodies;
-    setting requirements for eco design of products related to energy consumption;
-    introducing energy audit and energy management;
-    introducing intelligent energy efficiency accounting systems;
-    stimulating energy efficiency in the field of transmission and distribution of electricity, transportation and distribution of natural gas;
-    stimulating energy efficiency in the field of heat supply;
-    determining the basic principles of energy service;
-    providing for the promotion of energy efficiency among consumers;
-    establishing liability for violations of legislation in the field of energy efficiency.

What will the adoption of this draft law give Ukraine?

It will allow to:
-    reduce consumer spending on energy,
-    efficiently use state and local budgets,
-    contribute to the increase of energy independence and energy security of the state;
-    create conditions for the development of the market of energy efficiency measures and projects;
-   monitor the level of energy consumption, assess the effectiveness of public policies and, if necessary, implement additional measures to achieve plans for efficient energy consumption in Ukraine.
