New life to old houses
#AASuccessStories today is about international assistance program
Energodim, which allows to renovate old apartment buildings in Ukraine
to improve their energy efficiency, reduce maintenance costs, as well
as harmful effects on the environment. Energodim is a program aimed at
helping homeowner associations. It partially or almost completely
covers the costs of repair and reconstruction of buildings. The program
was launched in August 2019. In April 2020 it was amended. And in just
one month of receiving applications, more than a hundred condominiums
from all over Ukraine have expressed their desire to participate.
People realized that they could get not only money to restore their old
condos, but also support in organizing, calculating and dividing the
repairs into phases.
Who finances Energodim?
The program is funded by the Energy Efficiency Fund. This is a state institution established by the Government of Ukraine. Partners and donors of the Fund are the European Union, the Government of Germany, GIZ GmbH, a team of consultants from the International Bank for Reconstruction and Development, the UNDP project “Association of Homeowners of Ukraine for Sustainable Energy Efficiency Solutions” (HOUSES), and partner banks.
As of June 5, 2020, the total cost of projects that have applied for participation in the Energodim program was almost half a billion hryvna. At the same time, grant support for these projects will cover almost 385 million hryvna, or more than 70% of costs.
The geography of applications (see map) is the most diverse, but most of them were received from homeowner associations from Volyn region - 26. 12 applications - from Chernihiv, 9 from Lviv region, 8 applications came from Odessa region. Up-to-date information on the number and status of applications received by the Fund can be tracked on the map (https://www.google.com/maps/d/u/0/viewer?mid=1iRqsX3wYyhNMuJWezKdxP5vNYRNSuURM&ll=48.37309217962911%2C32.40091799192135&z=5) at any time.
This year, the program has come up with a nice bonus for the fastest. The first 500 condominiums will have an additional + 20% to the amount of compensation for construction work. Previously, such bonuses were provided for the first 300 applications.
What does the Energodim program cover?
The Energodim program provides a grant that partially reimburses the costs paid by condominiums in the process of modernizing the house. The funds partially cover:
- conducting an energy audit;
- development of project documentation and its expertise (including inspection of the object (building));
- the actual reconstruction for energy efficiency, which includes the cost of works, equipment and materials;
- technical and supervision services;
- certification of energy efficiency of the house after the project implementation;
- inspection of engineering systems of the building where reconstruction was carried out.
Grant payments to the Energy Efficiency Fund are made in three tranches.
Who has already used the Energodim program?
“First Swallows” was the name of the pilot projects that were implemented under the Energodim program last year. Homeowner association “Lypy 2” from Novoyavorivsk, Lviv region, applied for participation in the program in March 2019. And at the end of March this year it has already received the final tranche of assistance. The total cost of the energy modernization project of the “Lypy 2” condominium building (construction and installation works, materials and equipment) amounted to UAH 4,199,968. The grant from the Energodim program covered UAH 2,939,978, i.e. 70% of the total cost.
What was modernized in the house of condominiums “Lypy 2”?
During the reconstruction, an individual heating point was installed in the house, the heating system in unheated rooms was replaced and thermal insulation was carried out, the heating systems were replaced and insulated, external walls and constructions were insulated, and the hydraulic heating system was balanced.
What are the results after the reconstruction?
After the reconstruction, the energy efficiency class of the building changed from the lowest “G” to “E”. Basic energy consumption decreased by 46%, energy consumption of the heating system was reduced by half, and CO2 emissions were reduced by 25%.
